The City of Brevard and the North Carolina Department of Transportation (NCDOT) have announced a proposed project to improve access management along US 64/US 276 from Fortune Cove Road to US 64 Business (Caldwell Street) in Brevard, North Carolina. This initiative is part of State Transportation Improvement Program (STIP) Project No. R-5800 and will affect portions of the Estatoe Trail Greenway.
According to officials, the project aims to expand accessibility to the existing Estatoe Trail Greenway, enhance bicycle and pedestrian connectivity throughout the corridor, and provide additional accommodations such as crosswalks and curb ramps. The area impacted is limited to the segment of the greenway along US 64/US 276 within the defined project limits.
Because federal funding is involved, the project falls under Section 4(f) of the USDOT Act of 1966, which protects public parks, recreational areas, wildlife refuges, and historic sites from transportation-related impacts. The Federal Highway Administration (FHWA) has classified Estatoe Trail Greenway as a Section 4(f) property. As a result, any potential effects on this resource must be evaluated for compliance with federal law.
“It is the City of Brevard and NCDOT’s current position that the proposed impacts to the Estatoe Trail Greenway from STIP Project No. R-5800 be determined as de minimis impacts. A de minimis impact is an impact that would not adversely affect the features, attributes, or activities that qualify the resource for protection under Section 4(f). For FHWA to consider finalizing a de minimis impact determination, an opportunity for public review and comment must be provided, and the City of Brevard requires this public input to concur with FHWA’s finding.”
The notice clarifies that other segments of Brevard’s Estatoe Trail greenway system are not included in this project or its associated public notice.
Community members are invited to submit feedback regarding this proposed determination. “Pursuant to 23 CFR 774.5(b)(2), notice is hereby provided of the proposed de minimis finding determination. Public comments will be accepted until March 6, 2026. All comments received will be documented in the administrative record for this project; however, responses may not be required unless deemed necessary based on their content.
