U.S. Congressman Chuck Edwards (NC-11) introduced a resolution to reassert the U.S. House of Representatives' authority over the U.S. Senate for legislation affecting taxation and appropriations under the Origination Clause of the U.S. Constitution.
Edwards stated, "As Congress works to keep our government funded and operating, the Senate has all too often tried to strongarm the House into doing what they want. The resolution that I introduced reminds everyone that the Constitution grants the highest authority in spending and taxation to the House, not the Senate. As a member of the House Appropriations and Budget committees, I will continue to strive to restore responsible budgeting and spending of taxpayer dollars by fixing how Washington works."
Under Article 1, Section 7, Clause 1 of the Constitution, known as the Origination Clause, priority is established for the U.S. House of Representatives over revenue collection and expenditure while allowing the Senate to propose or concur with amendments.
