U.S. Congressman Chuck Edwards from North Carolina has reintroduced the Unemployment Integrity (UI) Act, aiming to reform unemployment benefits and encourage Americans to return to work. The proposed legislation mandates that states implement minimum interview requirements for individuals seeking unemployment insurance benefits. These requirements include responding to, scheduling, and attending interviews, as well as completing other reasonable requests during the hiring process.
Edwards expressed concerns about hiring challenges faced by businesses in Western North Carolina. He noted that employers often receive applications and schedule interviews, but many applicants fail to attend these interviews. "These no-show interviews are draining small businesses of valuable resources when they’re already stretched thin," Edwards stated.
Jake Cashion, vice president of government affairs at the NC Chamber, voiced support for the bill, stating it would enhance connections between unemployed workers and job openings by ensuring availability for work and responsiveness to interview opportunities. Cashion highlighted Edwards' previous contributions to unemployment reforms in North Carolina.
Rodney Davis from the U.S. Chamber of Commerce also endorsed the UI Act, recognizing its potential to improve accountability within the unemployment insurance program. He commended Edwards for his commitment to strengthening this critical system.
Brian Turmail of the Associated General Contractors of America supported the legislation as well, emphasizing its importance in addressing workforce shortages in the construction industry by incentivizing active job-seeking behavior among unemployed workers.
The Department of Labor estimates that at least $163 billion in unemployment fraud has occurred since 2020, highlighting vulnerabilities in the current system where claimants are not obligated to attend job interviews despite being required to search for and accept work.
The bill has received endorsements from several organizations including the U.S. Chamber of Commerce, N.C. Chamber of Commerce, Council of Independent Business Owners, and Associated General Contractors of America.
